Open Question: If you give a cell phone company someone’s phone number, can they tell you who it is?

Someone keeps calling my as a Restricted number, so I TrapCalled them, and got their numbers. Now, is there any way I can submit those numbers into a AT&T, or Verizon, and get the person’s name?
