Open Question: Why can’t I call an Ireland cellphone number from my US cellphone?

I’ve called Canada before and have had no problems at all doing that, and I don’t know why I can’t call Ireland when I try. I have the number right and I know the exit code (011) but every time I try it says “This international call cannot be placed from this line.” Do I have to purchase an international calling plan? Thanks!
